THE COLLEGE LIBRARY AND LIBRARY RULES

The College Library possesses more than 12000 books on different subjects along with some useful reference books arranged in different sections and sub-sections. Subscription to journals, periodicals and newspapers has augmented the utility of this library for research projects. The sole objective of this library is to serve the readers satisfactorily from different angles of their approach. A twenty seated students’ reading room has been found useful for the students of different classes in the library building. The library remains open from 10.00 A.M. to 4.00 P.M. daily on all the working days except Sundays, examination days (Council and University examinations) and notified holidays. The staff and students of the college and other persons specially permitted by the Principal may use the library.

LIBRARY RULES
  • No books, journals, periodicals, News Papers, Syllabus and other reading materials shall be taken out of the library without the knowledge of the librarian and until it has been properly entered in to the issue registers and the entry attested by the borrower.
  • Books, journals, periodicals etc. will be issued to the students only on production of library cards.
  • Transaction of the Library with the students will be done from 10.00 A.M. to 3.00 P.M. on working days allotted to each classes.
  • Students intending to borrow books should submit their requisition slips containing the names and number of the books they want along with their library card between 10.30 A.M.to 2.00 P.M.
  • If any allotted date of issue falls on Sundays and holidays the day following such Sundays and holidays shall be treated date of issue.
  • The borrower must examine the condition of the book before it is issued; otherwise in case of damage discovered later presumption will be against the borrower and he may be called upon to replace it.
  • Books will be returned within the period allowed to a borrower.
  • When the date for return of books falls on a holiday it may be returned to the library on the day it reopens.
  • Books should be returned within a period of fifteen days except in the case of members of the teaching staff and those specially permitted by the Principal. In case of the members of the teaching staff the time allowed is ordinarily one session. The books be reissued after the due date provided the books are brought to the library.
  • Books or periodicals must be returned to the librarian and not to any library bearer. The library will not be responsible for any book or journal returned to any body except the librarian.
  • All the borrowers shall return the books to the library before the college is closed for long vacation.
  • Any body in possession of a library book shall return to the library on receipt of a requisition notice for the book from the librarian.
  • Books taken of the library in the daily issue, must be returned to the librarian on same day, within 3.00 P.M.
  • The maximum number of books that may be issued to borrowers is given below :

  • No marginal notes or markings shall be made in the books nor shall any picture of pages be removed or turn or otherwise disfigured. In extreme cases the borrower shall be asked to replace the book damaged by him.
  • The librarian shall report to the Library Committee, the names of persons responsible for the improper use of library books. The Library Committee will investigate the matter and will report such cases to the Principal for proper action.
  • Although ordinarily there will be no restriction on the use of Library Books, the Principal has the right to recommend for books to intending borrowers under extra ordinary circumstances.
  • There will be no restriction on the use of any book in the library, but certain books may be reserved by the Principal for exclusive use of the members of the teaching staff concerned.
  • Text books on language and literature subjects are not ordinarily issued to students or member of the staff not belonging to the concerned department.
  • Rare books will not be issued for use at home without the special permission of the Principal.
  • In the beginning of the session each student (+2 Ist Year and +3 First year) will be provided with a library card for record of borrowing and return of books by him and for the rest of the students the library card will be renewed after production of readmission challan.
  • The librarian can go only by the actual name on the library card. Students are therefore required to take the greatest care of their library cards and to report to the librarian immediately if their cards are lost. A new card will be issued in place of the lost one on payment of Rs. 10.00.
  • Any book lost, damaged or defaced by a borrower must be replaced by him. If the book is one of a set or a series and the volume can not be obtained singly, the whole set or series must be replaced at the reader’s cost. If the book be rare and irreplaceable the borrower must pay an amount up to a maximum of double the catalogue price of the lost book or the borrower should pay as compensation an amount fixed by the Principal. The Principal may impose fine on a student for loss or improper use of a book or journal.
  • In the case of those borrowers who do not return the library books within the time allowed, a fine of 50 paise per head per book will be charged each day of delay subject to a maximum of Rs. 25.00. The lirarian should send on the 7th of every month a fine list of previous months along with a statement showing the names of the borrowers and all other particulars.
  • If any borrower keeps a library book in his or her possession for more than the time allowed for the purpose, no more books will be issued to him or her until the book concerned is returned to the library
  • Students appearing Council / University examination should generally return books / magazines before filling up their forms.
  • It is more important that the library card should always be used by the person concerned. In no case it should be handed over to any body else for use. If it so happens the mater will be seriously deltwith.
  • Members of the teaching staff, research scholars, the ministerial staff and all other employees of the college may take books from the library on signing a long register.
  • The last hour of every working day is set apart for office work of the library and during this period, no book is issued and return of books acknowledged. This does not apply to the return of books to be used in the reading room.
  • A person even if otherwise qualified for admission in to the library, shall not be admitted in to the library premises, if he or she is not of sound mind or is not clean in person and dress.
  • All those who may happen to be inside the library are expected to observe strict silence.
  • The librarian has power to see that the rule of silence is strictly observed and to report any willful breach of the rule.
  • Members of the teaching staff are also expected to use their influence to promote the observance of these rules whenever they are in the library and to report the Principal in cases of deliberate disobedience and misbehaviour.
  • Non clearance of over due charges and over due books will cause cease of issue of further books to the borrower until he or she clears the over due charges and return the over due books.
  • The library premises should not be used for any other purposes except reading or consulting the books and periodicals.
  • Spitting, smoking, sleeping inside the library and putting one’s legs on the furniture are strictly prohibited.
  • Dictionaries, Maps, Syllabus, Questions (both CHSE and University), Multi volume books shall not be issued out of the library. Students are required to consult those books inside the library only.
  • Over night issue of library books and other reading materials can be made available to the students and members of the staff after obtaining prior permission from the Principal.
  • College Library follows close access for the students and open access for the members of the staff without their personal belongings.
  • Library clearance is a must in cases of transfer of a borrower from one college to another.
  • The rules noted above are subject to change at the discretion of the Principal and can not be challenged in any court of law.
  • If anybody wants to make a complaint or suggestion regarding library, it should be referred to the library committee or finally to the Principal.
SECTION – II
RULES FOR READING ROOM
  • There is a Reading Room for the students which is open from 10.00 A.M. to 3.00 P.M. on all working days. Members of the staff are provided a separate place for reading inside the library
  • For use in reading room, ordinarily one book or journal at a time may be issued from the “Reserve Section” to a student only on production of both the Identity Card and Libary Card for the current session.
  • After a book is issued the Identity Card and Library Card will be retained by the librarian till the book is returned. In no circumstances will students be allowed to take the books outside.
  • A borrower is allowed to change his/her book once during his/her stay inside the Reading Room. But such change of books can not be allowed before expiry of one hour.
  • Consultation of catalogous should be done before entering the reading room. The requisition slip duly filled in should be handed over to the librarian for varification and issue of books
  • Students must check the book issued to them thoroughly before they leave the issue counter and report to the librarian-incharge of the reading room in case of any damage.
  • Students are not allowed to keep books borrowed from the Reading Room overnight. They are directed to read books etc. inside the Reading Room and not to take books outside. They have to return the books on the same day before leaving the reading room.
  • Any body who takes a book out of the reading room will forfeit his/her right to use the reading room and will be fined with Rs. 10.00 per day and additional fine of Rs. 1.00 per day for the entire period of their unauthorised holding.
  • Silence is a must in the reading room. Breach of it will cause punishment.
  • Separate sitting arrangement for boys and girls students has been made available in the reading room. Students should follow it strictly.
  • Students are not allowed to enter into the library stock room in any case.
  • Arrangement of chairs and tables must not be disturbed in any circumstances.
  • Any body found multilating or disfiguring a book in any manner will be seriously delt with.
  • The right of entry in to the reading room depends upon the availability of seats.
  • All students have to record their time of arrival and time of departure in a register kept for the purpose near entrance of the reading room.
  • No body is allowed to carry books, journals or bags inside the reading room. Students are allowed to carry only their note books inside the reading room. They should kept their books and other articles near the entrance counter.
  • Use of cell phone is strictly prohibited inside the reading room.
  • In case of failure of electricity readers are requested not to cause any disturbance.
  • A student will be debarred from use of the reading room and his / her library card will be seized if he or she is found to be disturbing others in the reading room.
  • Problems if any found in the day to day functions of the reading room should immediately be brought to the notice of the librarian.
  • In cases of any policy decision as regards to the reading room the decision of the Principal is final.
